About Us
The Center for Social and Economic Change – CESEC Europe is a non-profit organization based in Tallinn, Estonia, dedicated to promoting sustainable development, good governance, and vibrant civil societies, particularly in fragmented or underrepresented regions. Our work focuses on supporting and strengthening regional and local life through education, research, and international collaboration. CESEC EU initiates and supports cross-border research and educational projects, conducts studies, consulting, and training activities, and raises awareness through targeted campaigns. We also produce publications, digital materials, and educational resources, while regularly organizing seminars, workshops, conferences, and study visits. By partnering with institutions, organizations, and public bodies across Estonia, the EU, and beyond, CESEC Europe serves as a dynamic platform for positive social and economic change.
Our Story
CESEC Europe was born out of a shared vision among educators, researchers, and changemakers who saw the urgent need to bridge gaps in governance, education, and civil society—especially in regions often left behind. What started as a collaborative idea between like-minded individuals quickly evolved into a committed organization with a mission to empower communities through knowledge, cooperation, and innovation. From the heart of Tallinn, we now connect local voices to global conversations, turning research into action and ideas into impact.
Meet The Team
Bülent Kanol, Ph.D

Founder
Dr. Bulent Kanol brings decades of experience in training, consulting, and research across sectors including local government, public institutions, non-profits, and international peacebuilding efforts. He has successfully led and managed numerous high-impact projects for organizations such as the United Nations Development Programme (UNDP), the European Union (EU), and the European Economic Area (EEA), with a focus on peacebuilding, sustainable development, capacity building, public policy, and strategic management.
A published author of book chapters and academic papers, Dr. Kanol has contributed significantly to thought leadership in these areas. His academic career includes serving as Cyprus Director and Senior Lecturer at the University of the West of Scotland, Associate Research Fellow at the University of Manchester, and Advisor for Middlesex University’s Doctor of Professional Studies program in Cyprus.
Dr. Kanol earned his PhD from the University of Brighton (UK) and an MBA from Emory University (USA). He is also a Founding Trustee of the European University of Lefke, reflecting his long-standing commitment to education and institutional development.
Müesser Cemal, Ph.D

Dr. Muesser holds a PhD from the University of Greenwich (UK), specializing in e-learning and digital education. With a strong academic and practical background, she has authored numerous publications on digital learning, educational technologies, and management information systems. She currently serves as an editor for Cogent Education, a peer-reviewed academic journal, contributing her expertise to the advancement of innovative learning practices.
Muesser brings extensive experience in coordinating international projects and delivering IT-related training to diverse audiences, from youth to adult learners. Her recent project portfolio includes high-impact initiatives such as the integration of ERP systems into FMCG companies (funded by the EBRD), Sincerely Food, Cyprus (an EU-funded food education campaign), and the North Cyprus Software Industry Market Research. Her interdisciplinary approach and commitment to digital transformation make her a valuable contributor to both academic and applied fields.
